Pursuant to Chapter 30B of the Massachusetts General Laws, the Town of Shrewsbury seeks competitive proposals for the lease of a portion of Town-owned real property located at 620 Hartford Turnpike, Shrewsbury (“Property”). The subject property is the site of the Town’s municipal landfill and the area available for lease is located on a capped portion of ash monofill (not a traditional landfill area). The lease to be awarded will be for a maximum term of twenty-five (25) years and allow the selected respondent to design, permit, construct, own and operate a commercial or utility class Large Scale Ground Mounted Solar Photovoltaic Installation (“Installation”) and associated equipment for the purpose of creating renewable electrical energy. The owner of the Installation shall enter into an Interconnection Agreement and a Power Purchase Agreement with the Town’s municipal electric company (“SELCO”) for the sale of 100% of the energy production to SELCO. The owner of the Installation shall also enter a Property Tax Agreement with the Town subject to Town Meeting approval.
A site walk will take place on Tuesday, May 23, 2017 at 10:00 AM. Interested parties should meet at the entrance to the facility located at 620 Hartford Turnpike, Shrewsbury.
The complete copy of the RFP is available via email from Kristen Las, Assistant Town Manager, klas@shrewsburyma.gov An original and three (3) copies of the Proposal shall be submitted in a sealed envelope marked on the outside as “Proposal in Response to RFP: Lease of Real Property for Construction of Renewable Energy Facility - Large Scale Ground Mounted Solar Photovoltaic Installation” and delivered to the Assistant to the Town Manager, 100 Maple Avenue, Shrewsbury, MA 01545.
Proposals must be received before 2:00 PM on June 5, 2017, at which time all proposals will be opened in public at the office of the Town Manager. Late submissions will be returned unopened.
The Town of Shrewsbury reserves the right to cancel this RFP or reject any or all proposals. The Lease to be awarded requires payment by the Lessee of Lease Payments, once the Installation is operating commercially. The Lessee will be responsible for obtaining all permits for the Installation.
