On February 19, 2019, as part of the MS4-2016 Permit and Article 21 (the Stormwater Management Bylaw), the Board of Sewer Commissioners voted to adopt the Stormwater Management Rules & Regulations (effective February 20, 2019), Stormwater Utility Rates (effective July 1, 2019), Stormwater Management Credit Policy, and Stormwater Management Application Review & Inspection Fee.
Stormwater Utility
The Stormwater Utility fee will charge parcels based on their total impervious area including, but not limited to, private roads, paved parking lots, private sidewalks, walkways, rooftops, pools, decks/porches, sheds, and areas with compacted dirt/gravel.
Property owners who believe that they may be billed incorrectly (e.g. pervious area underneath deck, common driveways, etc.) may submit a Stormwater Utility Petition for Adjustment to the Department of Public Works - Engineering Division.
Property owners may apply for credit against the Stormwater Utility fee by submitting a Stormwater Management Credit Application to the Department of Public Works - Engineering Division if their BMPs exceed existing stormwater regulations.
Stormwater Management Permit
Any new construction filed on or after February 20, 2019 (whether through Conservation Commission, Planning Board, Building Inspectors, etc.) that disturbs 5,000 square feet or more must apply for a Stormwater Management Permit with the Department of Public Works - Engineering Division.
