Free Speech on TV
Public access enables ordinary citizens to exercise their First Amendment right to free speech on television. Programming is only available through Shrewsbury Community Cablevision.

Eligibility If you would like to get channel time for your program, whether it is one you produced or one you want to sponsor, you must:
  • Be a member of SMC
  • Complete SMC Orientation session
  • Have parent/guardian signature on all forms if under 18
SMC Member Qualifications
You are qualified to become a SMC member if you are a:
  • Employee of the Town of Shrewsbury
  • Member of, or affiliated with a Shrewsbury-based 501c3 organization
  • Shrewsbury resident
Orientation to SMC and being a member of SMC allow you to use all SMC facilities and services including classes, equipment, and channel time on a non-discriminatory, first-come, first-serve basis.

Program Content
Producers must be familiar with and are fully responsible for the content of their program material. SMC is content-neutral and does not preview programs.

Programming may be:
  • Downlinked from available satellite resources
  • Pre-produced by you
  • Produced by you with SMC's studio or portable equipment
  • Sponsored by you if produced by someone else
Shrewsbury produced in-house programs take precedence as being SMC's top priority in scheduling, 1 prime-time and 1 alternate may be requested by SMC member.

Programming may not contain:
  • Any commercial advertising
  • Any material which constitutes:
    • Invasion of privacy or publicity rights
    • Libel
    • Obscenity
    • Pornography
    • Slander
  • Any unauthorized use of copyrighted material
  • Any works in violation of:
    • FCC regulations
    • Federal laws
    • Local
    • State
The following forms are required when submitting a program for playback: Drop off timed and labeled program only to the Programming Coordinator at SMC with applicable forms. The program should be in format compatible with our playback system.
