Online Permit Applications
Effective October 1, 2023, the Health Department transitioned and is processing all Title V related projects via an electronic online system called Open Gov*.
Effective October 3, 2023, the Health Department transitioned and is processing Tanning Establishments, Septic Haulers, Septic Installers, and Tobacco Retailers via Open Gov.
Effective November 6, 2023, the Health Department transitioned and is processing Semi-Public Swimming pools via Open Gov.
Please note: These are the only permit categories available online at this time.
*Open Gov is a web-based system that allows the applicant to apply, pay, and track permit requests from start to finish.
First-time users will need to create an account, then can apply and pay for a permit or license electronically.
Payment Methods:
- Credit Card (customer pays processing fee)
Pay with Visa, Mastercard, Discover and American Express - Cash
- Check made payable to: Town of Shrewsbury
- E-Check (customer pays processing fee)
Pay via ACH direct-debit from most major banks, with instant verification via login to online banking.

rDNA (renews annually):
RECREATIONAL CAMPS FOR CHILDREN (renews annually for recurring camps and new permits issued for brand new camps):
SEMI-PUBLIC SWIMMING POOL and/or SPA (renews annually):
- Semi-public Swimming Pool and/or SPA
- Semi-public Swimming Pool Plan Review
Must be completed for the construction of a new semi-public swimming pool and/or SPA and for existing semi-public swimming pools that will be undergoing any renovations.
