Licensing your Dog in Shrewsbury
State law requires that all dogs in the Commonwealth over six (6) months of age be licensed annually pursuant to M.G.L Chapter 140 Section 137A. All dog owners must be at least 18 years of age.
All dogs must be licensed by March 1st annually (with the exception of newly acquired dogs). Failure to license by March 1st will result in a $10 late fee per dog pursuant to Article 14 of the Town of Shrewsbury bylaws.
In order to be licensed, dog owners must prove that the dog has received a current rabies shot. Proof can be any veterinary documentation stating that the dog has their rabies shot and displaying a future due date for their next shot. Owners licensing new or newly altered dogs must provide veterinary documentation showing the dog's status as spayed or neutered.
If you move out of Shrewsbury or if your dog is no longer with you, please promptly inform the Town Clerk's Office so we may remove your dog from our database. Contact: email@example.com or 508-841-8507

When we receive your check we will mark your application as paid. You will receive an email with a printable license and we will mail it in hard copy, along with your tag(s).
Please do not send money or arrive at the Town Clerk's office to pay until your receive an email requesting payment.

*Please write checks to "Town of Shrewsbury" and indicate the Record ID** in the memo.
**The Record ID for your dog license will begin with the prefix "DOGS" and can be found in the email confirmation you received after submitting your dog license application. This info will also always be available in your OpenGov Account by clicking "My Account," then looking under "Your Records."

New kennels require an inspection by the Animal Control Officer prior to the issuance of a Kennel License.

Kennel license fees are $50.00 (less than 5 dogs), $100.00 (5-9 dogs) and $125.00 (10+ dogs). Residents or businesses requiring a new kennel license should call the Town Clerk's Office before submitting an application. MGL Section 137A: Kennel licenses

Frequently Asked Questions
Do I really need to do this dog license application online?
The Town Clerk's Office will make sure everyone is able to license their dog regardless of comfort with using computers or email. Those who do not have the ability to enter their information into the online application should come in to the Town Clerk's office with their dog's rabies certificate (or other pertinent vet documentation) and we will help you license your dog. Please be advised that this may require you to wait for a period of time depending on the volume of citizens at the Town Clerk's office doing business. We recommend that you do not come in on January 2 and instead wait a few days or weeks to come in for this type of assistance. If you are comfortable using a computer, we do ask that you setup your OpenGov account and apply online from your home.
Applying online does not require payment by credit card. You may come to Town Hall and pay and collect your license and tag or mail in a check and have the license and tag mailed. Of course you may also pay by credit card as well.
Every dog will be entered into the OpenGov database, whether the dog owner is applying online themselves or the Town Clerk's staff is assisting with this process. This is a different database from past years, and although your dog may have been licensed before in Shrewsbury, all dogs are being entered for the first time.
When the Town Clerk's office staff enters your information, if you provide an email address you will receive an emailed invitation to set up an OpenGov account by creating a password. We recommend that you do this because you will receive reminders to renew and the process will be much easier in the coming years.
I submitted my Dog License application - now what?
The Town Clerk's Office staff will review your application for completeness. If changes are needed you will receive an email asking for changes. If the application is complete, starting in January we will send a request for payment. This will also come via email. The sender will be Town of Shrewsbury and the email will come from firstname.lastname@example.org.
Will I have to enter all this information into the online application every year?
At renewal time, each application may be renewed in just a few clicks. Only information that needs to be updated - such as the rabies expiration date if it has since passed - will need to be re-entered. Since all residents, even those renewing their dog license, are entering their dog's information into OpenGov for the first time, the first true online renewal will take place in 2025. More information will be shared closer to that date.
Can I still pay with cash?
All applicants will be able to pay by credit card, check, echeck, or cash. Those who wish to pay cash will need to choose "Pickup at the Town Clerk's Office" when applying.
Will a paper application arrive with my census?
Instead of a paper application, this insert was included with the 2024 Census. If a resident has an impediment to using the online form we will work with that individual and make sure the dog is licensed. A current rabies certificate and proof of spay or neuter (if applicable) will be required.
How long will it take for the Town Clerk's Office to review my application and request payment?
During the month of January - particularly early in the month - it may take more time than usual for us to review dog license applications. Please expect to hear from us within a few days of submitting your application. You will receive a request for changes or a request for payment if your application is complete. Please do not come to Town Hall expecting to collect your license and tags until you receive a request for payment.
